The investigation found the collapse, which occurred during a music concert in a residential accommodation area, was primarily caused by overloading. The high number of people on the balcony at the time of its collapse had significantly overloaded the structure’s design capacity. No observable defects were found that could have contributed to the collapse.
However, while the balcony did meet the building standards of the day, some provisions in the standards have since changed. It is considered less likely a similar balcony built to current standards would collapse in the same circumstances.
The report includes recommendations for the safe use of cantilevered balconies and highlights the potential loading considerations designers should take into account when designing balconies
